EXPRESSIONS OF INTEREST
Bihar Public Service Commission invites Expression of Interests (EOI) from
well established and reputed Companies/Concerns/Firms having experience in mass
Data Entry and Data Capture through Intelligent Character Recognition (ICR)
Technology for the following services , which are to be done at our premises :
1. (i) Verification, Validation and Data entry of the forms received from the
Candidates under any examination.
(ii) Capture of photographs of examination concerning people in the
Commission’s Office.
(iii) Scanning of Forms and Data Capture through ICR Technology, matching and
validation.
(iv) Checks of Outputs and Error rectifications.
(v) Handing over corrected and validated data as records in specific Oracle
database file format/structure in specified storage media.
(vi) Any other activity incidental or relating to above mentioned activity.
(Note: (i) Services include developing software for capturing the data
including photograph, data matching and validation in Oracle
database format.

2. Interested parties may submit their Expressions of Interest to the Officer on
Special Duty, Bihar Public Service Commission, 15, Jawahar Lal Nehru Marg,
Patna – 800001 in a sealed envelope clearly superscribed with the words
“Expression of Interest for Examination Data Collection” with full
documentary evidence as required and a non-refundable fee of Rs. 1000/- in
the form of Crossed Demand Draft in favour of Bihar Public Service
Commission, payable at Patna by 16:00 on or before 1st September 2008. EOI
can also be submitted at the Enquiry Counter of the Commission. The
Expression of Interest will be opened at 17:00 on 1st September 2008.
Interested vendors may remain present if they so desire. Pre-Bid conferenc e
will be held at 15:00 hrs on 2nd September 2008.

Scope of Work
1.1 Preliminary Test
1. Generation of Application Form.
2. Application received – Day to day basis enumeration, despatch of
acknowledgment after assigning enrolment number.
3. Preparation of required Data-Base, for each candidate, on the basis of specific
informations as mentioned in the applications, and validation of entries made
from the applications received.
4. Preparation of Admit Cards and despatch of the same through e-mail/e-post
and, its projection on the Commission’s Website.
5. Printing of OMR Sheets as per prescribed specifications.
6. Scanning of OMR sheets – Its Evaluation – Preparation of Result and
projection of the same on the Commission’s Website.
1.2 Main Examination
1. Generation of Application Form.
2. Application received – Day to day basis enumeration, despatch of
acknowledgment after assigning enrolment number.
3. Preparation of required Data-Base, for each candidate, on the basis of specific
informations as mentioned in the applications, and validation of entries made
from the applications received.
4. Preparation of Admit Cards and despatch of the same – through e-mail/e-post
and, its projection on the Commission’s Website.
5. Preparation of Database for the result of Main (Written) Examination –
Computerization of marks candidatewise and subjectwise – compilation and
preparation of result on the basis of merit.
6. Compilation of marks of viva-voce in the marks obtained by the successful
candidates of Main (Written) Examination – finalization of result meritwise/
reservation categorywise/ service wise (if applicable) – its projection on the
Commission’s website alongwith marks of candidates who appeared in the
Written Test – Despatch of marks of all such candidates.
1.3 Miscellaneous
Any other activity incidental or relating to above mentioned activity.
2. Essential Requirements
(a) The Prospective Bidders must be a reputed firm having at least 3 years
experience of mass data entry jobs.
(b) The Prospective Bidders shall not be under a declaration of ineligibility for
corrupt and fraudulent practices nor should they have been blacklisted by the
Government of India/Bihar or any of its agencies including public enterprises
and/or by any State Government.

(c) The Prospective Bidders must have established experience of at least 3 years
in the use of ICR Technology for capturing form data and transfer to ODBC
compliant databases.
(d) Annual Turn-over of the Prospective Bidders should be more than or equal to
Rs. 50 Lakhs or an average for the immediate ly preceding 3 financial years.
In case of bid by a Joint Venture the lead partner is required to have the
requisite turnover of Rs. 25 Lakhs in indiv idual capacity.
(e) The Prospective Bidders must have executed at least 3 assignments of value
more than Rs. 10 Lakhs each during each of the last 3 financial years related
to mass data entry.
(f) The Prospective Bidders must have executed at least 3 assignments of value
more than 10 Lakhs each during each of the last 3 financial years related to
mass data capturing of forms through the use of ICR Technology.
(g) The Prospective Bidders shall be an Indian or an Indian Company/Concern.
(h) The Prospective Bidders must have available infrastructure of at least 20
Personal Computer Systems, 2 Severs and 5 ICR Scanners with supporting
infrastructure, that may be used for the complete work/activities as
mentioned in the scope of work.
3. Interested parties may submit the Expression of Interest containing the
following:
(a) Company Profile with Organizational set-up
(b) Details of Partners, if any with copy of MoU and the roles and
responsibilities of each
(c) Vendor Profile in the Format Annexed hereto
(d) Copies of Audited Company Accounts for the immediately preceding 5
financial years
(e) Copies of Orders, Letter of Intent, completion certificates etc. in proof of
experience required under bidder qualifications
(f) Other documents, if any, to substantiate eligibility
Documentary evidence in respect of the bidder qualifications should be
submitted alongwith the Expressions of Interest. Expressions of Interest from
interested parties not fully meeting the above requirements or without the
documentary evidence of the same shall be rejected as non-responsive .
4. Expression of Interest shall be accompanied with a non-refundable fee of Rs.
1000/- in the form of Crossed Demand Draft in favour of Bihar Public Service
Commission, payable at Patna. Expression of Interest submitted without this fee
will be rejected.
