WBJEE JEM 2011 Counseling Process

Important information pertaining to Counselling of the merit listed candidates (Engineering & Technology) of WBJEE – 2011 and AIEEE – 2011 for admission to degree level courses in Universities / Engineering / Technological and Pharmacy Colleges of West Bengal for the academic session 2011-12.
1) Venue of Counselling :
YUBA BHARATI KRIRANGAN (SALT LAKE STADIUM), SALT LAKE, KOLKATA – 700 098.
2) Application form for Counselling :
Application form for appearing at the Counselling may be down-loaded from the following websites –
i) www.wbjeeb.in
ii) www.banglarmukh.gov.in
iii) www.csc-et.in
3) Important documents to be brought positively by the candidates during Counselling :
(a) Counselling application form (down-loaded) duly filled in along with attested copy of passport size photo and signed in specified places.
(b) Down-loaded JEM-2011 / AIEEE – 2011 Rank Card
(c) Original Admit Card of JEM – 2011 / AIEEE – 2011
(d) Original Admit Card / Certificate of Madhyamik (10th standard) or equivalent examination or Birth Certificate from competent authority for verification of Age.
(e) Original Mark Sheet of Higher Secondary (10+2 standard) or equivalent examination for verification of the marks
(f) In case of SC / ST category of the State of West Bengal and PC category original SC / ST / PC certificates issued by the competent authority for verification. The PC candidates claiming seats under reserved category are required to produced PC certificates from the competent authority satisfying the following criteria :
For admission to BE / B Tech / B Arch courses : – For PC (loco motor disorder, visual impairment, speech and hearing impairment) category candidate a minimum of 40% disability is required subject to the condition that the candidate is capable of carrying out all activities related to thory and practical work as applicable to BE / B Tech / B Arch courses without any special concession and exemption. The PC candidates belonging to states other than West Bengal are not entitled for admission to Government Engineering colleges.
In case of the candidates of the State of West Bengal claiming seats under “Tuition Fee Waiver Scheme” (TFW) in addition to above Income Certificate from the competent person (details of which have been mentioned later) and Domicile Certificate in the prescribed format as given in the Application form of JEM-2011 issued by any of the competent authorities as mentioned under clause 3.3 of the Information Brochure of JEM-2011 for production during counseling for verification.
(g) Original NATA (National Aptitude Test for Architecture) clearance certificate (applicable for those intending to take admission to B. Architecture course).
(h) Attested Xerox copies of all testimonials for the purpose of admission.
4) Details of Tuition Fee Waiver Scheme
(a) Eligibility criteria for candidates claiming seats under Tuition Fee Waiver Scheme : In terms of G. No. 79/Edn/(T)/10M-39/10 dated 23.02.2011 seats up to a maximum 5% (five percent) of sanctioned Intake per course shall be made available to economically backward class of students under Tuition Fee Waiver Scheme (TFW) from the academic session of 2011-12, satisfying the following conditions.
(i) whose annual family Income from all sources is less than Rs. 2.50 lacks (Rupees two lakhs and fifty thousand only)
(ii) Who are domiciled in the West Bengal
(iii) Who have been merit listed in Engineering category in JEM-2011.
(b) Institutions where Tuition Fee Waiver Scheme will be implemented The aforesaid TFW Scheme will be implemented to all AICTE approved Government engineering & Technology colleges, govt. aided Self-financing engineering and Technology colleges and nonaided Self-financing Engineering & Technology Colleges of the State from the academic session of 2011-12.
(c) Registration for TFW :
The candidates claiming seats under TFW scheme must register their names by entering Enrolment Nos. and respective JEM-2011 Ranks in the following two websites (a) www.csc-et.in (b) www.wbjeeb.in immediately.
(d) Competent authority for issue of Income Certificate :
For the purpose of determining the annual Income from all sources of Parents / Guardians of students an officer of the State Government in the rank of Block Development Officer or above in the districts / their equivalent counterparts (Group – A Officer) elsewhere will be competent to issue Income Certificate. The Income Certificate thus obtained is to be produced for verification during Counselling.
(e) Domicile Certificate :
The Domicile Certificate format will be similar to that given in the Application form of JEM-2011. The competent issuing authorities will be the same as mentioned in the Information Brochure of JEM-2011 under clause 3.3
(f) Selection of candidates under TFW Scheme : The selection of candidates for the Tuition Fee Waiver Scheme (TFW) shall be decided during the counseling process earmarked for this category on inter-se merit from amongst the eligible candidates.
5) Duration of Counselling :
The Counselling shall be conducted in a single phase w.e.f. 11th July, 2011 as per the counseling programme for 2011 (available in the website). There shall be no provision for wait listing of candidates during the counseling.
6) Counselling fee :
Counselling fee of Rs. 500/- (non-refundable) to be paid in the form of Demand Draft / Pay Order payable at Kolkata to be drawn in favour of Central Selection Committee (E&T). The Demand Draft / Pay Order may be purchased from any Bank on and from 01.07.2011. The candidate should bring the said Demand Draft / Pay Order at the time of Counselling writinghis name and Enrolment No. and Rank on the back side of the Draft with ball point pen. Counselling fee is to be deposited during the Counselling. Before reporting to marks verification counter, a candidate is required to deposit the Demand Draft of Rs. 500/- to the Axis Bank Counter(s) (Ground floor) opened at the Counselling venue and obtain the receipt for the same in the form of Bank Slip.
This Bank Slip should be kept very carefully and shall have to be submitted at the Counselling desk by the candidate before taking the allotment letter. Without Bank slip allotment letter will not be issued.
7) Spot admission to :
(a) Self financing Private Engineering Colleges –
The candidates are required to bring with them a Demand Draft / Pay Order for Rs. 15,000/- (Rupees fifteen thousand only) to be drawn in favour of “APAI WB” payable at Kolkata. The said Demand Draft / Pay Order may be purchased from any Bank and to be submitted as initial deposit to the Counter of the concerned College to which allotment has been made by the Central Selection Committee (E&T) after Counselling. If by mistake any candidates brings Cash, he/she will have to deposit the same to the Axis Bank counter (1st Floor) near the College counters in the Counselling venue and submit the relevant Bank slip to the respective College The collected initial amount will be paid back to the respective Colleges by APAI WB. In the event of not taking admission after deposit of the Demand Draft / Pay Order or not continuing after taking admission the question of refund of money, if any, will be decided by the respective Colleges and not by CSC(E&T). The amount of Rs. 15,000/- paid by any candidate as initial deposit will be ultimately adjusted by the respective College against the total admission fee payable by him / her.
(b) Govt Engineering Colleges – The candidates are required to bring with them an amount of Rs. 5,000/- (Rupees Five Thousand) only in cash plus requisite Demand Draft / Pay Order charges and to be deposited to the Bank Counter opened at the Counselling venue after receipt of allotment letter and to obtain a receipt for the same.
8) (a) For admission to Jadavpur University :
There will be no provision for spot admission. All UG course Tuition Fee – Rs. 2,400/- annually except for Information Technology (IT). For Information Technology (IT) course Tuition Fee – Rs. 30,000/- annually.
AFTER COUNSELLING FROM CSC(E&T) THE ALLOTTED STUDENTS OF JADAVPUR UNIVERSITY ARE ADVISED TO FOLLOW THE FOLLOWING INSTRUCTIONS :
i) Must fill up the online Application Form
ii) Must bring the online application submission acknowledgement containing the system generated application number
iii) For all U.G. Engineering / Technology / Architecture / Pharmacy courses (2011-12 session) except Information Technology, bring a Bank Draft / DD / for Rs. 3,755/- to be drawn on State Bank of India, payable at Kolkata in favour of Registrar, Jadavpur University (Enrolment No., JEM-2011 Rank, Name of the Student and allotted Department must be written in block letter on the reverse side of the Bank Draft / DD ).
iv) For Information Technology (2011-12 session) : Allotted students are advised to bring a Bank Draft of Rs. 31,355/- to be drawn on State Bank of India payable at Kolkata in favour of “Registrar, Jadavpur University” (Enrolment No., JEM-2011 Rank, Name of the Student and allotted Department must be written in block letter on the reverse side of the Bank Draft / DD ).
v) To come to TEQIP Building of Jadavpur University for final admission.
vi) Must bring all original testimonials for verification.
ALL J.U. COURSES ARE NON-RESIDENTIAL.
(b) For admission to Bengal Engineering and Science University, Shibpur There will be no provision for spot admission. The allotted candidates are advised to report to the concerned University along with all original testimonials to obtain all information regarding admission.

9) Eligible candidates for appearing at the Counselling :
JEM – 2011 following Rank Holders –
(A) Engineering rank holders : General – 1 – 90,000
SC – 1 – 9,116
ST – 1 – 1,089
PC – 1 – 719
(B) Medical Rank Holders (for B.Pharm course only) : General – 1 – 3,000
SC – 1 – 589
ST – 1 – 24
PC – 1 – 11
AIEEE – 2011 following Rank Holders : All India over all rank – 1 – 5,00,000
10) Counselling for AIEEE Rank Holders :
(a) 10% seats in the self financing Private Engineering colleges will be filled up from the AIEEE candidates called for Counselling on the basis of rank.
(b) If any candidate accepts allotment on the basis of his / her AIEEE rank, he / she will not be permitted to appear further in the Counselling on the basis of his / her WBJEE rank. (c) Counselling of AIEEE candidates in terms of schedule shall continue till that time seats are available in any branch of any self financing Private Engineering college and will be stopped as soon as the last vacant seat is filled up and no further queries in this regard will be entertained.
11) Eligibility criteria :
Applicable for both JEM-2011 and AIEEE-2011 candidates :
Academic requirements :
(a) For admission to degree courses in Engineering / Technology : Minimum 50% [45% instead of 40% as per Govt. Order] for SC/ST candidates] marks in Physics, Chemistry and Mathematics taken together in Higher Secondary (10+2 standard) or equivalent examination as well as at least 30% marks in English (for all category of candidates ) with individual pass marks in Physics, Chemistry, Mathematics, English and Vernacular (or any other fifth subject) in the aforesaid qualifying Examination.
(b) For admission to B. Pharm. Course :
(i) For Jadavpur University – Minimum 50% marks [45% {instead of 40% as per Govt. Order} for SC/ST candidates] in Physics, Chemistry and Mathematics taken together in H.S. (10+2 standard) or equivalent examination as well as pass marks in each individual subject and at least 30% marks in English in the aforesaid qualifying examination (for all category candidates).
(ii) For other Institutions – Minimum 50% [45% {instead of 40% as per Govt. Order] for SC/ST candidates] marks in either Physics, Chemistry & Mathematics taken together or Physics, Chemistry & Biology taken together in Higher Secondary (10+2 standard) or equivalent examination as well as pass marks in each individual subject and at least 30% marks in English in the aforesaid qualifying examination (for all category of candidates).
(c) For admission to B. Arch. Course (for JEM-2011 candidates only) :
(i) Minimum 50% [45% {instead of 40% as per Govt. Order} for SC/ST candidates] marks in Physics, Chemistry & Mathematics taken together in H.S. (10+2 standard) or equivalent examination as well as pass marks in each individual subject and at least 30% marks in English in the aforesaid qualifying examination (for all category of candidates).
(ii) NATA (National aptitude Test for Architecture) clearance certificate. Age restriction for (a), (b) & (c) – The candidates must be 17 years of age or above as on 31.12.2011.
(d) For admission to Degree course in Marine Engineering (for JEM-2011 & AIEEE-2011 candidates) : Candidates must pass Higher Secondary (10+2) or its equivalent examination witha minimum of 60% marks in Physics, Chemistry and Mathematics taken together and also with at least 50% marks in English either in 10th standard (Madhyamik or equivalent examination) or in 12th standard (H.S. or equivalent examination) and must secure individual pass marks in Physics, Chemistry, Mathematics and Vernacular (or any other 5th subject). Age restriction – For admission to degree courses in Marine Engineering the upper age limit is 25 years as on 31.07.2011.
The aforesaid eligibility criteria would be verified very strictly both at the time of counseling a admission.
12) Procedure to be followed in case of candidates unable to appear in the Counselling owing to valid reasons :
If any candidate is unable to appear in the Counselling in person owing to valid reasons under exceptional circumstances his / her parents / guardian may be permitted to appear in the Counselling on his / her behalf with the following documents.
(a) Authorisation letter from the candidate and also declaring in the said authorization letter that he / she would not claim any seat other than the one allotted to him / her through his / her representative by authorization.
(b) All original testimonials as mentioned in Sl. No. (3) under heading “Important documents to be brought positively by the candidates during counseling.”
13) Defence quota :
altogether 12 (twelve) nos. of seats are reserved for students under Defence Quota. 7 (seven) seats in different branches in Government Engineering & Technology colleges of the State. 2 (two) seats are reserved at Jadavpur University and 3 (three) seats are reserved at Bengal Engineering and Science University, Shibpur. The branches of such seats in Universities will be decided by the respective University Authority. Branch wise distribution of 7 (seven) seats under Government Engineering colleges are furnished below :

14) Other pertinent points to be noted :
(a) Appearance of a rank in the Counselling schedule does not guarantee a seat in a college / university. Counselling for allotment of seats will be stopped as soon as the last vacant seat is filled up and no further queries in this regard will be entertained.
(b) Reservation for SC / ST / TFW candidates is applicable to such candidates of West Bengal only. SC / ST / TFW candidates of other States can not avail of this facility.
(c) A candidate failing to appear before the Counselling officials at the allotment counter on the scheduled date and time in order of his / her position in the merit list, owing to delay on his / her part may be allowed to present himself / herself before the counseling officers on completion of all verification regarding eligibility criteria for consideration of allotment of seat available at that instant only irrespective of his / her rank.
(d) The claim of a candidate to exercise option shall be limited to the vacancies prevalent at that instant when his / her turn comes for appearing before the counseling officers.
(e) The option will have to be exercised at the time of counseling. Once the allotment of a seat is done, no further change in either the Branch or the Institution will be entertained. No refund of counseling fee will be allowed under such cases.
(f) Besides the eligibility criteria prescribed by the West Bengal Joint Entrance Examinations Board / Central Selection committee (E&T), a few Institutions have prescribed additional eligibility criteria specific to those Institutes. Candidates must note those specific conditions before giving option to those Institutions.
(g) Allotment of a seat in any Institute by the Central Selection committee (E&T) is entirely provisional and subject to fulfillment of the eligibility and other criteria for admission to degree level Engineering / Technological / Pharmaceutical / Architecture courses in any university / college. Such eligibility and other criteria would be verified by the concerned Institution where the candidate is allotted at the time of admission.
(h) Candidates belonging to States other than West Bengal shall not be considered for admission to Govt. Engineering Colleges.
(i) Any candidate appearing at the counseling with fake documents / testimonials will be handed over to the police instantly.
(j) Any other important information relating to the aforesaid Counselling (if any) will be immediately communicated through the websites mentioned in Sl. No. 2.
